Its purpose is to is to ensure good hygiene in all beekeeping and to prevent, limit or eradicate disease in bees. When establishing a apiary, the owner, or a person authorized by him or her, shall register the apiary in a central register created by the Norwegian Food Safety Authority. The registration is done as the Food Safety Authority determines. Also existing apiaries shall be registered. It is only permitted to sell or move bees and undeveloped grown breeds that come from certified apiary. Apiaries in zones as specified in Annex I shall be certified and this Regulation sets out the conditions and procedures for certification. All apiaries shall be clearly marked and identified by a beekeeper. The Regulation sets out other duties of beekeepers to prevent the spreading of diseases.
