This Resolution enters into force on the date of its publication in the Official Gazette.
Resumen

This Resolution consisting of 20 articles aims at organizing the activities of the Water and Electricity Regulatory Authority which is the authority in charge of (i) regulating and supervising services within the scope of its competence; (ii) monitoring; and (iii) coordinating between the relevant institutions and agencies, and between authorized persons, to set the necessary regulatory and procedural framework to ensure that service activities are carried out at levels of high quality and reliability, to provide them to the consumer at appropriate prices and tariffs, and support sustainable development. In particular, the Authority shall undertake the following (i) improve the services that concern the consumer, and protect his rights, including his right to obtain services with high reliability and efficiency, and to choose between competitors licensed, at reasonable competitive prices; (ii) encourage the local and international private sector to contribute, participate and invest in the systematic expansion and development of services; (iii) prepare the electrical activity in the Kingdom for a gradual transition to the electricity market; (iv) prepare the water activity for the gradual transition to privatization; (v) ensure that service providers adhere to the national policies, directives, and requirements for the security of supplies, sustainable economic growth, and the good of society; (vi) increase consumers' access to the necessary supplies of services, and work to verify their delivery to the areas they have not reached; (vii) ensure the provision of safe, reliable, and highly efficient supplies; (viii) provide an organizational framework for services that is clear, stable, and free from discrimination; (ix) protect the public interest and protect the rights and interests of consumers, authorized persons, and investors in developing services; (x) coordinate with the relevant authorities and institutions to encourage and support legitimate competition and reduce monopoly in services, and work to complete the development of the infrastructure for services; (xi) ensure that services are of a high standard in terms of working methods and technologies used; (xii) work to achieve the environmental standards and standards adopted in the services; (xiii) conduct periodic reviews and prepare periodic reports on the status of services; and (xiv) provide assistance and advice to State institutions with regard to developing the capabilities of services and making the supporting equipment and supplies. The authority, in order to achieve its tasks, shall, among others, do the following (i) issue regulations regarding its duties, including procedural environmental and technical rules related to services, classifying the types of service activities and updating them, rules for licenses and permits, take the necessary measures to ensure the provision of additional sources of services in the event that a clear shortage of those supplies is expected; (ii) take the necessary measures to implement the provisions of the laws and regulations thereof; (iii) monitoring the implementation of the regulations, rules and procedures related to management; (iv) raise the efficiency of water and electricity production plants.
