Resumen This Regulation, consisting of 42 articles divided into ten Chapters, establishes the Land Licensing Reclamation of Coastal Areas and Small Islands. It implements the provisions of articles 21 and 28 of the Presidential Regulation No. 122 of 2012 on Reclamation in Coastal Areas and Small Islands. Chapter II specifies Types of Licensing establishing that the government, regional government, and every person who will carry out reclamation in coastal areas and small islands must have: a) Location permission; b) Permit for Reclamation Implementation. Location permits consist of: Location Reclamation Permit; and Location permit for reclamation material. Location Reclamation Permit and Reclamation Implementation Permit are excluded for reclamation at: a) Regional Work Areas (DLKr) and Environmental Interest Areas (DLKp) main ports and collecting ports and in special terminal waters; b) mining, oil, natural gas and geothermal locations; and c) forest area in the context of forest recovery and/or repair. Reclamation cannot be carried out on conservation areas and sea lanes. The conservation area only applies to the core zone. Retrieval Location Reclamation material sources can be carried out on land and / or sea. The location for taking reclamation material sources as referred to in paragraph (1) cannot be done at: a) small islands (PPKT); b) water conservation areas and conservation of coastal and small islands; c) small island with an area of less than 100 hectares; and d) coral reef, mangrove, and seagrass areas; Taking reclaimed material sources may not: a) damaging the sustainability of ecosystems in coastal areas and small islands; b) resulting in coastal erosion; and c) disrupting the sustainability of people's lives and livelihoods. Taking reclamation material sources on small islands is at most 10% of the island's area. Chapter IV specifies the Requirements and Procedures for granting Permits.
