The Regulation consists of 4 Chapters, which divided into 21 articles: General Provisions (I); Conditions of Wheat Purchase (II); Duties (III); Miscellaneous Provisions (IV). The main objectives of this Regulation are: to support farmers to cultivate wheat and reduce the public motivation for drug planting; to increase transparency in surplus wheat purchase; to help natural disasters’ victims; to stabilize wheat price in the market. The Regulation establishes a High Coordination Committee as an institution responsible to purchase surplus wheat from farmers. The Committee is also required to evaluate and confirm the annual plan for surplus wheat purchase, collect information, analyze the offered price for surplus wheat purchase, coordinate between provinces, and to settle disputes arising in the process of wheat purchase.
