Resumen This Regulation provides for the protection and improvement of the living and ecological environment, and the prevention and control of pollutants and other public hazards such as waste gas, waste water, waste residues, dust, malodorous gases, radioactive substances, noise, vibration and electromagnetic radiation, etc. within the administrative division of the province of Guangdong. The Regulation consists of 51 articles divided into 7 Chapters: General Provisions (I); Planning for environmental protection (II); Control and supervision and administration of the discharge pollutants (III); Centralized treatment of pollutants (IV); Protection of ecological environment (V); Legal liabilities (VI); Supplementary provisions (VII). The people's governments at each level shall be responsible for the environment quality within their respective administrative divisions and conduct unified supervision over and regulation of the environmental protection works (arts. 3 through 8). The administrative department of environmental protection shall prescribe standards for discharging pollutants and the total amount control index for discharging key pollutants. The people's government at all levels shall carve out ecological functional zones i.e. headwaters of rivers, important zones for water and soil conservancy, important marine and fishery water areas, etc. and draw up a plan for ecological protection and construction and incorporate it into the environmental protection planning.
