The Regulation consists of 4 Chapters, which divided into 19 articles: General Provisions (I); Structure (II); Duties and Competencies (III); Final Provisions (IV). The main objectives of Regulation include: to adjust regulation, legislation, policies and strategies in agriculture sector and strengthen the good governance and rule of law in agricultural activities; to better coordinate activities of the Ministry of Agriculture and other relevant institutes; to harmonize the activities of NGOs with fundamental policies, strategies and plans of Ministry of Agriculture; to monitor activities and achievements of NGOs to improve future plans; to share information and results of agricultural plans to reduce challenges; to strengthen the private sector and civil society organizations; to provide facilities and resources for research. To better coordinate the activities of NGOs, the NGOs Coordination Unit is formed within Ministry of Agriculture, Irrigation and Livestock. To facilitate the study and analysis of projects’ documents, an elementary and a senior committee is established within the Ministry of Agriculture, Irrigation and Livestock. The elementary committee should ensure the compatibility of the NGOs’ plans and projects with the Ministry’s master plans and policies and the senior committee should control the technical aspects of the NGOs’ plans and projects.
