Resumen Wild fauna species (animals and birds) living in a state of natural freedom and being the objects of hunting constitute the state hunting fund. Hunting grounds shall be considered land and forest areas, as well as waterbodies that serve as habitats for wild animals and birds, which can be used for hunting. The hunter must have hunting association membership card and other necessary documents attesting the right to hunt and present them at the first request to persons authorized to inspect (employees of state hunting authorities, state departmental hunting supervision, protection of nature reserves, sanctuaries and other specially protected areas, fishing, sports and other assigned hunting farms, law enforcement officers, forest and fish protection, public hunting inspectors and environmental inspectors, members of specialized voluntary people's guards on nature protection) in the period of hunting, when arriving to the hunting grounds and returning therefrom, when transporting wildlife products and game, selling or delivering them to procurement organizations. When checking, the hunter is obliged to present for inspection his guns and wildlife products and game. The aforesaid staff shall be authorized to shoot harmful animals in hunting grounds. Hunting association membership card with a stamp of payment of state duty and once-only hunting permit (license) shall be considered authorization for hunting and capture of wild fauna species. The hunter is obliged to return once-only hunting permits (licenses) at the place of issue, making a note about the results of the hunt. Once-only hunting permits and licenses are returned or sent by mail within 2 weeks after the expiration date. It is forbidden to capture and keep wild animal species in captivity without the special permission of the state hunting authorities. In the areas inhabited by indigenous peoples of the North, hunters from these ethnic communities are allowed to hunt all kinds of animals and birds, except for those listed in the Red Book of the Russian Federation, throughout the year for the purpose of obtaining meat for food. Meat obtained therefrom cannot be subject of sale or exchange. Hunting in such cases shall be performed under free licenses and annual free vouchers, which are issued by the state forest inspection authorities and the administration of commercial farms. The size of hare and birds is not established. The number of licenses for hunting wild ungulates and brown bears, issued to the hunter, is determined by the decision of the local authorities, based on the stocks of these animals in the area and the number of family members held by the dependent hunter. These exceptions apply only to those hunters from among the indigenous peoples of the North for whom hunting is an integral part of everyday life (commercial hunter, deer-breeders, etc.), i.e. traditional way of life.
