Regional Law “On delimitation of authority of government bodies in the sphere of protection and management of wild fauna species”.

This Regional Law delimits plenary powers between regional government bodies in the sphere of protection and management of wild fauna species. Regional Legislative Assembly shall have the following plenary powers: (a) adoption of regional laws regulating protection and management of wild fauna species and natural habitats thereof, and supervision over application thereof; and (b) adoption of regional laws related to plenary powers transferred to regional bodies by the Russian Federation. Regional Government shall have the following plenary powers: (a) adoption of bylaws regulating wild fauna; (b) adoption of Red Book of endangered and protected species; (c) decision-making on issuance of long-term licence for management of wild fauna species; and (d) introduction of restrictions and prohibition on use of wild fauna species. Regional executive bodies in the sphere of wild fauna management shall have the following plenary powers: (a) keeping of Red Book of endangered and protected species; (b) validation of hunting quotas; (c) supervision over use of hunting gear and hunting methods; (d) carrying out arrangements for reproduction of wild fauna species; (e) registration of wild fauna species; and (f) issuance of hunting licences and licences for semi-captive keeping and breeding of wild fauna species.
