Resumen This Regional Law regulates relations in the sphere of hunting and conservation of hunting resources. Regional hunting resources (game) shall include, in addition to mammals and birds listed by the federal legislation on hunting, birds – blackbirds, ravens and rooks. Commercial hunting shall be authorized for fur-bearing animals – European beaver, sable , European marten, American mink, ermine, Siberian weasel, polecat (except for Amur steppe polecat), common squirrel, muskrat, wolverine, lynx, fox and dog fox (Vulpes corsac). Generally accessible hunting grounds shall be formed at the expense of hunting areas located within the boundaries of the municipal districts and should make in each of them not less than 20 percent of the total area of hunting grounds located on the territory of the municipal district. It delimits plenary powers of the regional state bodies and local government in the sphere of hunting and hunting management. Hunting permits shall be distributed by the authorized state body in the sphere of hunting between natural persons recorded in the state hunting register that intend perform hunting in generally accessible hunting grounds. Hunting permits shall be distributed within set quotas and for game not subject to quota setting with the consideration of rates of permissible hunting and the carrying capacity standards established for generally accessible hunting areas.
