It establishes the principles of state policy in the sphere of management, development and protection thereof. Natural healthcare resources, healthcare and recreational areas and spas shall be classified as federal, regional and local ones. Area shall be recognized as healthcare or recreational in conformity with the following conditions: (a) availability of unique natural healthcare resources; (b) availability of thermal water, mineral water and medicinal muds; (c) availability of potable water resources; and (d) conformity with ecological, sanitary and epidemiological rules and regulations.
