Regional Law No. 15-RZ “On energy saving”.

This Regional Law regulates relations originating in the sphere of energy saving with a view of efficient use of energy resources. Objects of state regulation in the sphere of energy saving shall be efficient use of energy resources in the process of energy production, conservation, transportation, storage, production and use of alternative and renewable energy sources. Basic principles of regional policy shall be: (a) priority of efficient use of energy resources; (b) state supervision over the use of energy resources; (c) consumer protection; (d) meeting public demand for energy; and (e) mandatory registration by the producers of the amount (quantity) of produced energy. Beginning from 2000 total amount of produced, stored, traded and consumed fuel and energy resources shall be subject to compulsory registration.
