Resumen Legal regulation in the field of hunting and conservation of hunting resources shall be based on the following principles: (a) ensuring the sustainable existence and sustainable use of hunting resources, the preservation of their biological diversity; (b) the establishment of a differentiated legal regime of hunting resources, taking into account their biological characteristics, economic value, accessibility for use and other factors; (c) the participation of citizens and public associations in the preparation of decisions concerning the hunting resources and their habitats, in the manner and in the forms established by the legislation of the Russian Federation; (d) management of hunting resources with the use of hunting gear and hunting methods that meet the requirements of humanity and the prevention of cruelty to animals, also in relation to the preparation and training of hunting dogs; (e) publicity of the allocation of hunting resources; (f) determination of the volume of hunting resources with the consideration of environmental, social and economic factors; and (g) payment for the use of hunting resources. Hunting grounds shall be classified as follows: (a) hunting grounds that are used by legal entities, individual entrepreneurs in accordance with the acting federal legislation on hunting; and (b) generally accessible hunting grounds. Generally accessible hunting areas shall comprise not less than 30 percent of the total area of hunting grounds of the regional territory and not less than 30 percent of the total area of hunting grounds in each municipal district of the region. Hunting grounds can be used for the performance of one or more types of hunting. It delimits plenary powers of the regional administration and local government in the sphere of hunting. Hunting for endangered and protected mammals and birds shall be prohibited. The following types of hunting shall be authorized on the regional territory: (a) commercial hunting; (b) artisanal and sport hunting; (c) hunting for scientific research and educational purposes; (d) hunting for the regulation of the number of game; (e) hunting for acclimatization, repopulation and hybridization of game; and (f) hunting for the purpose of captive or semi-captive breeding or keeping wild fauna species in artificial environment.
