This Regional Law enters into force ten days after the date of its official publication.
Resumen

This Regional Law is aimed at solving the following tasks: (a) creating conditions for breeding, keeping bees, and using them for pollination of agricultural entomophilous plants; (b) development of production of beekeeping products; (c) promoting the protection of bees; and (d) assistance in ensuring compliance with the rights and interests of citizens and legal entities involved in beekeeping. It delimits plenary powers of the Regional Assembly, Regional Government, authorized regional institutions and local government in the field of beekeeping. Terms and conditions of state support of beekeeping envisaged by the federal legislation shall be determined by the Regional Government. The main principles of state support in the field of beekeeping development are: (a) the application procedure for individuals and legal entities engaged in beekeeping for state support; (b) equal access of individuals and legal entities engaged in beekeeping to state support; (c) openness of procedures for providing state support; and (d) provision of state support in compliance with the requirements established by the legislation of the Russian Federation and the legislation of the Republic of Mordovia. A beekeeper, that is, an individual, legal entity or individual entrepreneur operating in the field of beekeeping, has the right: (a) to place stationary apiaries, transportable apiaries for honey collection on land plots owned, leased or used in accordance with the intended purpose and types of permitted use of the land plot, taking into account the veterinary and sanitary requirements established by the legislation of the Russian Federation in the field of veterinary medicine; (b) receive veterinary assistance when carrying out measures to prevent bee diseases, treat them, and control pests of bee colonies; (c) receive from government bodies operating in the fields of environmental protection and veterinary medicine, within their competence, timely, complete and reliable information about the state of the environment, as well as about situations that pose a danger to bees; and (d) demand full compensation for losses caused to him in the manner established by the legislation of the Russian Federation.
