This Regional Law enters into force ten days after the date of its official publication.
Resumen

This Regional Law establishes the criteria of citizens in need and the procedure for considering citizens in need in order to provide certain measures of social support. The neediness criteria applied in assessing the neediness of citizen to determine the right to receive social support measures, include: (a) the average per capita income of a citizen; and (b) the level of property in possession of citizen. To make a decision on the recognition of a citizen as being in need for the purpose of providing certain social support measures, an assessment of neediness through the application in the aggregate of the criteria of neediness shall be required. Assessment of the neediness of a citizen as a family member, shall be performed with the consideration of aggregate household property and income. In order to declare a citizen in need, the assessment of his/her average per capita income is calculated on the basis of the sum of incomes of family members or a single person for the last three calendar months preceding the month of submission of the application. A citizen is deemed to be in need if his monthly average per capita income for the calculation period does not exceed twice the subsistence minimum of a low-income family or a low-income single person.
