The objectives of the Program shall be as follows: (a) adoption and implementation of a set of measures in order to facilitate agricultural producers in the implementation of the construction of facilities and purchase of equipment for livestock breeding, including partial subsidizing of livestock breeding production costs; (b) animal husbandry; (c) improvement of genetic potential, quantity and quality of livestock products; (d) increase of per capita consumption of livestock products, their availability; and (e) environmental security for the population. The priority of the Program improvement of the regional food security due to increase of high quality meat production. The following measures shall be adopted for implementation of the Program: (a) organization of an innovative self-regulatory model of meat livestock and poultry breeding based on the specialization of participants, development of integration of enterprises, peasant (farm) households and family farms thus creating a long-term mutually beneficial partnership; (b) the formation of the breeding base of beef cattle; (c) the creation of new enterprises, including in the small sector of the economy; (d) technical and technological re-equipment of the livestock sector; and (e) ensuring compliance with technological standards for livestock and poultry, anti-epizootic and veterinary-sanitary measures.
