Protected area of regional significance state nature reserve “Beloukhovsky bor” is constituted with a view of conservation and restoration of valuable natural complexes and objects, including habitats of rare and protected wild fauna and wild flora species. It performs the following tasks: (a) maintaining the integrity of the ecosystem linking large areas of pine forest landscapes in the central sector of the Kostroma region; (b) preservation of the water protection value of forests in the valley of the river White Lukh; (c) preservation of a low-lying water-glacial sandy plain with larch-pine forests, rare on the scale of the physical-geographical province and the Kostroma region; (d) conservation of old-growth plantations with the participation of larch; (e) preservation of high landscape diversity with a combination in a small area of landscapes of a boreal, subnemoral nature, diverse swamps and swampy forests and meadows; and (f) preservation of habitats of rare and endangered wild fauna and wild flora species. Protected area of regional significance state nature reserve “Beloukhovsky bor” is classified as complex (landscape) and is constituted for an unlimited period of time without expropriation of land plots. The following activities are authorized on the territory of the nature reserve: (a) haymaking; (b) grazing; (c) ecological tourism; (d) hunting and fishing; (e) study of the environment; (f) guardianship of protected areas; (g) timber extraction; (h) procurement of non-timber forest resources; and (i) reserve forests. The following activities are prohibited on the territory of the nature reserve: (a) felling, except for selective felling, improvement felling, sanitary felling and clear felling in plantations that have lost their biological stability; (b) use of toxic chemicals for the protection and protection of forests, including for scientific purposes; (c) introduction (species) of trees, shrubs, vines, other forest plants that do not grow in this forest area, in the course of reforestation; (d) commercial hunting; (e) all types of land reclamation works, with the exception of cultural and technical measures on agricultural lands, phosphorite, liming; (f) plowing land for agricultural purposes; (g) ruin of nests, clutches, holes; (h) introduction of plants and animals for the purpose of acclimatization, with the exception of measures for re-acclimatization and restoration of the number of native species; (i) construction of industrial facilities, buildings, residential buildings, paved roads, construction of structures not related to the operation of the reserve; (j) allotment of land plots for individual housing construction, gardening or horticulture; (k) traffic off roads and established traffic routes, as well as parking of vehicles outside specially designated places; (l) types of activities that can lead to pollution of territories and water areas; (m) storage of manure and industrial and domestic waste; (n) placement of zones for storage and disposal of industrial, domestic and agricultural waste; (o) placement of warehouses for fuels and lubricants, pesticides, mineral fertilizers, cattle burial grounds, cemeteries, landfills for household and industrial waste; (p) destruction of oak, larch, juniper (tree form), black alder, linden, fir, maple, elm, hazel, as well as their undergrowth, or actions that may lead to their destruction; (q) destruction of hollow trees, large trees with broken tops; (r) tapping of trees; (s) industrial harvesting of medicinal raw materials, moss, reeds, forest litter, bark, other technical raw materials; (t) organization of tourist camps, bivouacs, making fires outside specially designated places without the consent of the administration of the reserve; (u) movement through the territory of the reserve using caterpillar vehicles (with the exception of cases related to ensuring the protection regime, conducting forestry, reforestation and forest protection work); (v) geological study, exploration and extraction of minerals and groundwater; and (w) destruction or damage to barriers, notice boards, stands and other information signs and indicators, as well as equipped ecological trails and recreation areas.
