Owners, tenants and managers of land plots located within the boundaries of the reserve are obliged to comply with the regime established in the reserve and bear administrative, criminal and other liability for its violation. Any activity on the territory of the reserve is prohibited if it contradicts the objectives of creating the reserve or causes harm to natural complexes and components, including: (a) entry of all types of transport during a snowless period, with the exception of transport of forestry authorities, ecological officials, law enforcement and life-saving agencies; (b) horse-drawn and wheeled transport (with axle load up to 3.5 tons inclusive) of the local population for haymaking, timber extraction and procurement of non-timber forest resources; (c) drainage and land reclamation; and (d) final felling. The following activities shall be authorized on the territory of the reserve: (a) organized tourism; (b) timber extraction of local population by agreement with the administration of the reserve; (c) selective felling; (d) gathering of zoological, botanical and mineralogical collections; (e) scientific research and ecological monitoring; (f) educational activities; (g) traditional activities (haymaking, grazing, collection of mushrooms and berries); (h) hunting in conformity with acting legislation; and (i) recreational and sport fishing in conformity with acting legislation.
