Lake Abalakh, located in the protected landscape area, is one of the unique lakes of the Republic of Sakha (Yakutia). The protected landscape is created without land expropriation. Economic relations with users of protected landscape resources shall be regulated by contractual arrangements. The following tasks are assigned to the protected landscape: (a) preservation and protection of unique and typical ecosystems of the protected landscape, resources of flora and fauna, their habitats and growth; (b) rational and regulated use of the unique healing properties of the mud of Lake Abalakh; (b) protection of waterfowl agglomeration and migratory routes during migrations and stops; (c) land-use planning and development of the territory of special ecological and aesthetic value, use thereof for educational, cognitive, therapeutic and health-improving, recreational - tourist and scientific purposes; and (d) organization of scientific research and environmental monitoring in order to identify the current state of the main elements of the ecosystem of Lake Abalakh. On the territory of the protected landscape shall be authorized the following activities: (a) organization of therapeutic and health-improving, tourist complexes; (b) licensed extraction of therapeutic mud; (c) grazing of horses and cattle, mowing without mechanized means; and (d) limited collection of berries and mushrooms by permission of the local authority. The following activities shall be prohibited on the territory of protected landscape: (a) hunting for all types of waterfowl, upland fowl and wild ungulates; (b) non-returnable extraction of medicinal mud from the lake; (c) travel and parking of motor transport on ice; (d) washing, refueling and repair of mechanized transport; (e) construction of roads and passages; (f) building of bonfires, smoky bonfires and burning of vegetation for agricultural purposes; (g) performance of aerochemical work; (h) application of chemical means against pests, diseases of plants and weeds; (i) use of manure runoff for fertilizers; (j) placement of warehouses of toxic chemicals, mineral fertilizers, fuels and lubricants, livestock complexes and farms, places of storage and burial of industrial, domestic and agricultural waste and waste water reservoirs; (k) hydromeliorative, dredging works (except for works aimed at improving water and oxygen regime of lakes, carried out in the presence of appropriate scientific substantiation); (m) plowing of land; (n) deforestation; and (o) other activities violating natural complexes or threatening their condition and contradicting the goals and objectives of the protected landscape.
