Resumen

The present Regional Act defines the functions which are strictly reserved to the Region and those functions which shall be entrusted to local entities in matter of: (a) protection of coasts; (b) sandy shores; (c) protection of the marine and coastal environment. Such functions shall be exercised in compliance with the principle of environmental sustainability. Article 2 specifies the programming and coordinating tasks which pertain to the Region. Title II of the Act is devoted to the protection of coasts: article 3 lists out the regional competences; article 4 regulates the functions of Provinces (such as the issuance of authorizations and concessions); lastly, article 5 deals with Communes’ competences (which cover the designation of waters destined to molluscs farming and collection). Title III, on the other hand, deals with harbours and maritime domain: articles 8, 9 and 10 list out the functions which pertain to the Region, the Provinces and the Communes respectively.
