The regional territory shall be managed through plans adopted and implemented at the municipal, provincial and regional levels, pursuant to the principles of coordination and subsidiarity (art. 3). Title II (arts. 12-30) defines with detail the above-mentioned plans. Title V (arts. 43-45) is entirely devoted to the protection of agricultural lands and building in such lands.
