The Region shall grant subsidies for the restructuring of artificial fertilization centres. Administrative functions in matter of animal reproduction are entrusted to the Provinces. The Act is divided into five Titles. Title I regards the entities which are in charge of animal reproduction. The Regional Council shall provide for the creation of a Regional Consortium for Animal Reproduction, which shall consist of: representative professional organizations; regional unions of zootechnical producers' associations; the Regional Union of Provincial Breeders' Associations; regional Universities. The Consortium shall exercise the following functions: (a) coordination of activities carried out by artificial fertilization centres; (b) arrangement of genetic valuation on reproductive animals; (c) promotion of surveys and studies and collection of statistic data. The Consortium shall also forward annually to the Region a report relative to activities performed by artificial fertilization centres. The latter represent an essential instrument for improving zootechnical production and for the genetic improvement of animal species too. To this end, the centres shall produce, control, preserve and distribute semen and shall collaborate with the Regional Veterinary Services (art. 3). Centres of artificial fertilization may operate only upon regional authorization (art. 5). Title II of the Act regulates natural mounting, laying down special rules for bovines (art. 6) and other species, such as swines. Title III regulates artificial fertilization, fixing the requirements to be met by reproductive animals (art. 10). The competent veterinary services shall carry out inspections on artificial fertilization centres, as regards hygienic and sanitary conditions, on the one hand, and infectious diseases, on the other hand.
