The Law applies to both ionizing and non-ionizing radiation. The Government shall by Regulation decide which authority or authorities which shall supervise that this Law and Regulations made under it shall be observed. The government or the authority that the government shall designate may issue Regulations on exemptions from this law in respect of 1. radioactive material and technical devices containing a radioactive substance or capable of producing radiation; 2. material, building structures and areas that may have been contaminated by radioactive substances from an activity with ionizing radiation but which need not be covered by the requirements of the law (free release) from a radiation protection point of view, and 3. activities conducted and actions taken in an environment with ionizing radiation. Anyone who conducts an ionizing radiation activity that may cause the release of radioactive substances into the air or water or may cause the public or the environment to be otherwise exposed to ionizing radiation shall measure or otherwise monitor the emissions and exposure.
