Firstly recognizes additional functions to the Public Procurement and Disposal of Public Assets Authority (the Authority) such as approving strategic plans, annual budgets and work plans of the secretariat. Then it provides details on membership and funding, and other provisions for internal teams. Part 3 clarify in details principles of public procurement and actions required to put them into practice, these are: transparency (record keeping; notice of procurement contract; publication of contract award; information disclosure; and requirements concerning the different phases of the project including project identification, preparation, procurement, implementation and completion); accountability (declaration and disclosure requirements; management of conflict of interest; post-employment restrictions on procurement professional; prohibition of contract award to a bidder affiliated with a consultant; etc.); fairness, economy and efficiency (principles of non-discrimmation; uniformity of bidding documents; economy and efficiency).
