The Act concerns: establishment of the National Council on Public Procurement and of its membership, and definition of its functions; establishment of the Bureau of Public Procurement, and definition of its functions, powers and objectives, including: the harmonisation of existing government policies and practices on public procurement and ensuring probity, accountability and transparency in the procurement process; the establishment of pricing standards; formulation of general Policies and guidelines relating to public sector procurement; maintaining a national database of the classification and categorisation of federal contractors and service providers, and publishing details of major contracts in the procurement journal; preventing fraudulent and unfair procurement and where necessary applying administrative sanctions. The Act provides for: the establishment and maintenance of a special fund of the Bureau; the definition of fundamental principles for procurement; organising and planning the procurements; the definition of special and restricted methods of procurement; procurement in emergency situations; procurement of services; the disposal of public property; offences and penalties, including bribery and corruption attempts.
