The Text consist of 10 Articles. State-owned coal mines shall set up gas controlling institutions and have professional technical personnel, establish gas controlling responsibility systems and management systems and raise funds for the control. The main person-in-charge of a coal mine shall be the first responsible person for the gas control; the chief engineer of a coal mine shall assume technical responsibilities for the gas control and shall be in charge of the formulation of gas controlling schemes, safety technical measures and fund arrangements and uses. The deputy manager of a coal mine in charge of the safety work shall be responsible for the supervision over and check of the gas controlling work; and other deputy managers shall be responsible for the implementation of gas controlling schemes and measures in their respective assigned fields. The person-on-duty of a coal mine shall undertake full responsibilities for the production safety work on the current day, shall know the number of persons of current shift that have gone down into the mine, and shall take immediate measures to deal with any found hidden trouble relating to gas. A coal mine must establish a gas gradation appraisal system for coal mines and a reliable monitoring and control system.
