Transportation of hazardous goods by waterways shall be carried out by enterprises, organizations and natural persons with special permits issued by the central state administrative organization in charge of waterway transportation. Hazardous goods are all physical objects and substances that, by their nature, may cause danger or damage to human life, health, property, or the environment when transported by water. Hazardous substances shall be classified as follows: (a) explosives; (b) gas; (c) flammable liquid; (d) hazardous commodities, which can cause spontaneous combustion or ignition as a result of reaction with water, or substances that emit flammable gases.; (d) oxidants and organic substances; (e) hazardous commodities, i.e. substances containing microorganisms such as bacteria, fungi, rickets, parasites, recombinants, hybrids, mutants, etc., which may spread infectious diseases to living animals and humans; (f) radioactive substances; (g) corrosive substances; and (h) hazardous substances that may pose a hazard during waterway transportation and are not included in other categories.
