Resumen This Presidential Decree, with a view of all-round support of entrepreneurial initiatives of the population related to the development of livestock breeding, widespread adoption of scientific approaches and advanced modern technologies in this sector of economy, further stimulation of production and processing of import-substituting and export-oriented livestock products and ultimately increasing welfare and income of the population, to approve the proposals of the Council of Ministers of the Republic of Karakalpakstan, local government, State Committee on Land Resources, Geodesy, Cartography and the State Cadastre, as well as the Ministry of Agriculture on the allocation to livestock farms and other agricultural enterprises of rainfed and pasture land plots located in the reserve of local government with obligations of growing fodder crops, the introduction of drip and sprinkler irrigation systems in accordance with Annex No. 1. It establishes he following procedure of state support for producers of fodder crops for the introduction of drip and sprinkler irrigation technology on rainfed and pasture land plots allocated in accordance with Annex No. 1: (a) fodder crop producers shall be granted a subsidy of 100 thousand soums for each meter of deepening; (b) subsidy costs shall be covered by the Public Works Fund under the Ministry of Employment and Labour Relations in 2019 to support farms, dekhkan (peasant) farms and owners of homestead lands under the Council of Farmers' and Dekhkan Farms and homestead Landowners' Lands of Uzbekistan, and from 2020 to be covered by the State budget, loans (credits) and grants from international financial institutions, foreign government organizations and other donors; and (c) interest expense on loans to manufacturers of fodder crops for construction and reconstruction of drip and sprinkler irrigation systems and acquisition of their components at the expense of the State Fund for Support of Entrepreneurship Development under the Cabinet of Ministers of the Republic of Uzbekistan for the period up to 5 years in part of the cost not exceeding the equivalent of 20 million soums per hectare, regardless of the type of currency, shall be covered by commercial banks in the amount of 50 percent of the established interest rate, but not more than 10 percentage points of the credit rate.
