Resumen This Decree approves the National Oil and Hazardous Substances Pollution Contingency Plan, more commonly called the National Contingency Plan or NCP, which is the plan for responding to both oil spills and hazardous substance releases into the marine environment. The purpose of NCP is to ensure that there is a timely, measured and effective response to incidents. The National Contingency Plan aims at developing a national response capability and promoting overall coordination among the hierarchy of responders and contingency plans (Facility Contingency Plan, F.C.P., Port Contingency Plan, P.C.P. and Local Contingency Plan, L.C.P.).
