More specifically, the noted powers and duties include investigations; examination of books, records and accounts; access to property for inspection or investigation; requirement of statements and reports; power to sue; eminent domain; powers and responsibilities with respect to water pollution control; and powers and responsibilities with respect to certain plumbing fixtures. The Title also regulates the department’s relations with other governmental bodies and agencies, and determines its other general powers and duties.
