Resumen

This Regulation, composed of 13 sections and one Annex, gives definitions and makes provisions for the use of Pesticides containing Fluorine-Acetamide agents. Section 1 gives definitions: Fluorine-Acetamide is defined as a Technical Material, bait is defined as wheat seeds or meat treated with a Fluorine-Acetamide solution. Section 2 deals with the selling, buying, passing or holding of a pesticide. A person shall not sell, buy, pass or hold Fluorine-Acetamide pesticides unless he is authorized to do so by the director of the Plant Protection Department. A production permit shall be given to a wheat bait producer or to a person that has the qualification to produce meat baits. The director shall evaluate the grade of professionalism of the operator and will check that safety measures have been taken. Sections 3-6 deal with bait operations: Wheat bait shall be spread specifically for Vole and Mole elimination; manual spreading shall be done by introducing the baits into, or near, the pest hole for a quantity of 12 seeds per hole without piling the seeds. Air spreading of wheat bait shall be done by authorization from the director and after all precautions have been taken. Meat baits shall be operated strictly by authorization from the director and following the procedures reported on the authorization. Section 7 provides for caution measures: a person who has the need to spread baits will announce it in the ways prescribed by the director at least 48 hours before bait spreading. Caution signs shall be set near bait site as prescribed in Annex 1 and taken away after 21 days from spreading date. Meat baits shall be collected after operation and signs can be taken away. Wheat baits shall be collected after 21 days from spreading date and shall be buried at least 50 cm deep. No packaging or material for baits shall be left over and spreading is prohibited near human residences and animal passing. Section 8 provides for stocking measures: storeroom must be sealed and caution signs must be set. Section 9 deal with bait packaging and labeling Section 10 provide for caution measures for air-spreading of wheat bait.
