Resumen The purpose of this Law shall be to regulate the relations between the state, citizens and legal entities in connection with the protection of pastures and plant varieties of agricultural crops against plant diseases, pest infestation, rodents, and weeds, and also application of quarantine and performance of control activities. Plant protection shall be intended a complex activity to implement measures to prevent, combat, and control of pastoral and cultivated plants from plant diseases, pest infestation, rodents and weeds. Preventive measures shall include detection of the presence of infectious disease, pest infestation, rodents and weeds, and the reduction of infected areas, assessment of causes, extent and degree of infecting and spreading of infectious diseases. Counteraction shall include measures to eliminate spreading and extinction of plant diseases, pest infestation, rodents and weeds, destruction of the foci and restoration of ecological balance. Scientific research institutions shall conduct studies, experiments and testing on plant diseases, pest infestation, rodents, weeds and extinction, assessing results and elaborating plant protection techniques. Natural persons and legal entities shall be granted the following rights: (a) to obtain information related to plant protection from public institutions and organizations; and (b) to select professional organization to perform plant protection activities. Natural persons and legal entities shall have the following duties: (a) to undertake immediate measure for the prevention of spreading of plant diseases, pests, rodents and weeds in case of detection thereof on their property; and (b) to obtain from local authority certificate of origin of plant varieties and derivatives thereof for transportation and trade of plants. This Law consists of VII Chapters divided into 17 Articles. Chapter I lays down general provisions. Chapter II specifies plant protection arrangements. Chapter III establishes competence of public authorities in the field of plant protection. Chapter IV establishes rights and duties of natural persons and legal entities in the field of plant protection. Chapter V regards phytosanitary arrangements.
