Resumen The Act makes provision for the control of import and export of pests(sects. 4-6), the containment and eradication of pests (sects. 7-9), and the administration and enforcement of the provisions of this Act (sects. 10-17). Section 4 prohibits the importation in pests in general. A person shall not import a plant material or beneficial organisms, soil or an associated packaging except at a designated point of entry under and in accordance with a permit of the Director of the unit established under section 12 and accompanied by a phytosanitary certificate. A "beneficial organism" is defined in section 2 as "organism, including fungi, bacteria, viruses, virus-like organisms or invertebrate animals, used specifically for the control of pest, for pollination, for the production of commercially valuable agricultural products and for other purposes beneficial to agricultural production". Importation of plant material, beneficial organism, soil or associated packaging into Seychelles shall be declared to the inspector appointed under section 12 (sect. 5). The Director may issue phytosanitary certificates in the form as set out in Schedule 2. Pests are listed in Schedule 1. The Minister may declare other pests (sect. 7) or notify infected areas (sect. 8). Section 9 makes provision for quarantine measures. Section 10 outlines the powers of authorized officers with respect to enforcement.
