Resumen

This Regulation, divided into 35 sections, gives definitions and makes provisions for the exportation of Gladiolus bulbs from Israel. Section (1) gives definitions: A Quota is defined as not more than 30,000 bulbs of the same species and size that have been grown by the same grower. Sections (2) to (4) deal with bulbs growing requests procedures: a person willing to grow bulbs must formalise a request at least one month before sowing day. Sections (5) and (6) provide for two inspections due to be operated on bulbs. Section (7) sets the minimum field area to ¼ acre. Section (8) prohibits the growing of a variety on an area smaller than 1/8 acre unless authorized by the director of the Agricultural Products Supervision Service. Sections (9) to (11) prohibit the growing of bulbs on an area that has been used to grow bulbs during the precedent four years or on an area infected with Nematode. Section (12) provides for special signing to be set for the bulb fields. Sections (13) to (18) provide for approval limitations: at least 95 percent of the bulbs must be of the same variety and clean of pests and diseases, the fields must be clean and tidy. Section (19) provides for ten days in which the grower must notify the director before harvest time. Sections (20) to (22) set exportation standards. Sections (23) to (25) provide for packaging and labelling procedures. Section (26) gives powers to the inspector to perform inspections, whenever and wherever he wants, before departure .Section (27) prohibits the exportation of bulbs unless requirements listed in this regulation are satisfied and an authorization, of 15 days validity, has been obtained from the director. Sections (28) and (29) provide for authorizations’ labelling on the bulbs package. Section (30) and (31) prohibit any change or replace any label from the bulbs package. Sections (32) and (33) provide the director with powers to exempt a shipment from these rules if the shipment is an experimental one or if the bulbs are not of the same variety. The director can authorize special conditions for shipments of cooled bulbs. Section (34) sets an exportation authorization tax to be paid by the exporter to the customs department upon shipment departure. Section (35) gives name to this regulation.
