The Minister shall appoint a suitably qualified person to be the Registrar for the purposes of enforcing these Regulations. A person may not import, manufacture, pack, repack, label, store, sell, distribute, advertise, apply, possess, or use any pesticide unless it has been registered under these Regulations and unless that person has obtained a Pesticide Dealer’s license. An application for a license, or for the renewal of a license, must be made to the Committee. The Regulations also require a Restricted Pesticide Permit to be obtained for trade in a pesticide that is designated by the Committee as a Restricted Pesticide. The Regulations furthermore set out rules for the storage, packing, labelling and handling of pesticides and the disposal of pesticides and provide with respect to advertisement of pesticides, enforcement of these Regulations and offences.
