Water intended for human consumption/drinking water shall be intended any type of water, whether in its initial/natural state, whether after treatment, intended for drinking, cooking, food preparation or any other domestic purpose in both public and private spaces, regardless of its origin and regardless of whether it is supplied from a distribution network or from a tank or is bottled in containers, including spring water, as well as any type of water used in any food-type unit for the production, processing, preservation or sale of products or substances intended for human consumption. Natural mineral waters recognized by the National Mineral Resources Authority, waters that have therapeutic properties and water intended for human consumption that comes from an individual supply system that provides on average less than 10 cubic meters per day or that serves less than 50 people, except in cases where the water is supplied within a commercial or public activity. Drinking water must be healthy and clean and meet the following requirements: (a) not contain microorganisms, parasites and any other substances that, by their number or concentration, constitute a potential danger for human health; (b) comply with the minimum requirements provided in tables A, B and D of Annex No. 1; and (c) to comply with the provisions of art. 5-14. Water suppliers are obliged to develop action plans to reduce water losses if the level of these losses exceeds the threshold set by the European Commission until January 12, 2028. The competent authority for water management is the National Administration "Romanian Waters" and the units subordinated to it. The supply, treatment and distribution of water intended for human consumption shall be subject to a risk-based approach covering the entire water supply chain, from the catchment, through capture, treatment, the storage and distribution of water. Water suppliers periodically carry out the assessment and management of the risks related to the drinking water supply system, within the framework of water safety plans. Drinking water quality monitoring is carried out periodically by the water supplier and by the county public health departments and the municipality of Bucharest.
