Resumen

The Forest and Related Sectors Development Guidelines 2015-2020 is a medium-term policy planning document, which formulates the medium-term (2015-2020) strategic (development policy) goals of forest and related sectors, basic principles of development policy, directions of action to achieve development policy goals, and problems that hinder the achievement of these goals, policy and operational results. Among others, the document provides to ensure the availability of forest resources now and for future generations; to increase cooperative forest management; to maintain forest biodiversity at the current level; to decrease the natural mortality of forest stands; to increase exports of processed wood products from the forest sector; to increase the share of manufacturing output; to increase the share of exports of round timber and wood processing by-products; to increase the competitiveness and international recognition of scientific institutes in the forest sector; to increase revenues from R&D services provided to forest sector companies for research institutes in the sector; to increase the number of students in forestry and woodworking study programs; to increase public knowledge and understanding of sustainable forest management and the use of wood products; to increase the share of managed private forests; to support and implement measures to increase the value of forests (maintenance of young stands, replacement of non-productive forest stands, reforestation with high-quality forest reproductive material obtained in Latvia, establishment and maintenance of forest infrastructure) and ensure fulfillment of the CO2 sequestration target for forest management; to improve the long-term contribution of forests to the global carbon cycle; to maintain up-to-date information on forest resources and land use; to increase the quality of publicly available services for forest owners; to control the compliance of forest management with the requirements of regulatory enactments; to ensure stable and predictable availability of wood resources for the production of wood products, including firewood; to improve the regulatory environment in order to promote the involvement of local governments in the activities of forest owners' cooperatives; to obtain, maintain and regularly evaluate scientifically based information on biodiversity; to maintain biological diversity in NATURA 2000 forest areas; to provide compensation to forest owners for losses caused by restrictions on forestry activities that promote biodiversity; to promote the cultivation of mixed forest stands in unused agricultural holdings; to develop and determine in regulatory enactments the definition and quality determination criteria of specially protected forests and forest-related habitats; to evaluate and determine the proportion of specially protected species, forest and forest-related habitat protected areas; to carry out mapping of specially protected forest and forest-related habitats; to develop optimal conditions (regimes) for the management of SPAs, micro-reserves, their buffer zones and protection zones of the environment and natural resources; to perform and organize forest fire safety supervision and forest fire fighting works; to take preventive measures to reduce the risks of forestry investments (pests, diseases); to support reforestation after natural disasters (fires, wind, snow, floods, pests, diseases); to coordinate the hunting farm; to support and implement export promotion measures; to increase productivity by switching to the latest generation of technology and equipment; to support initial investment in the processing of wood biomass and wood by-products; to preserve the forest's ability to protect the soil from erosion; and to support the transfer of foreign competencies and technologies for the development of forest sector companies.
