This Order enters into force on 1 May 2016.
Resumen

This Hygiene standard lays down limit values for dangerous substances in soil, which do not directly or indirectly (through plants, air or water) harms public health and result dangerous of the future generations. It applies to the soil of areas (plots of land) in the areas destined for building of residential facilities, scientific infrastructure (excluding institutes and scientific research facilities, observatories, meteorological stations and laboratories), healthcare facilities, hotels, recreational structures, and sports engineering structures - playgrounds and stadiums used for outdoor sports and physical education. It shall be mandatory for everyone in the Republic of Lithuania or another European Union nationals of a Member State or of the European Economic Area, for other natural persons who use the legal acts of the Republic of Lithuania or the European Union for their purposes, whose activities are directly or indirectly related to soil, possibly contaminated by economic activities, and persons monitoring soil, research institutions which, in accordance with their competences, carry out soil and public health control. Soil is a potentially fertile upper loose layer of the earth's crust when exposed to processes of soil formation from soil-forming rock (complex action of water, air, living organisms). Hazardous substance limit value – concentration of hazardous substances in soil which, depending on the purpose of the area used, to the best of its knowledge, does not endanger irreversibly the environment and human beings. Basic determination of soil contamination with hazardous chemicals the indicator is the limit value (RV) of the substance in soil.
