This Order enters into force ten days after the day of its official publication.
Resumen

This Regulation establishes the procedure for the performance of sanitary and epidemiological expertise. Sanitary and epidemiological expertise is performed by State Sanitary and Epidemiological Service bodies and organizations within the within the limits of their competence on the basis of decisions or instructions of officials of State Sanitary and Epidemiological Service, customs authorities and applications of natural or legal persons, except for sanitary and epidemiological expertise of projects. Sanitary and epidemiological expertise shall be conducted to determine the possibility of disposal of expired food products stored in the state material reserve. In the process of selection of products in the framework of preventive control and supervision with a visit to the subject (object) of control and supervision the product shall be additionally certified by a document, confirming the fact of product purchase. The taken samples shall be packed and sealed. After drawing up an act and taking samples of products for the performance of sanitary and epidemiological expertise, an official draws up decree on the performance of sanitary and epidemiological expertise. Sanitary and epidemiological laboratory examination of food products subject to state control and supervision in the field of sanitary and epidemiological welfare of the population shall not be performed in the following cases: (a) expired shelf life; and (b) signs of poor quality (spoilage, decay, contamination). Annexes contain application forms and the form of decree on the performance of sanitary and epidemiological expertise.
