Resumen

The provisions of this Framework Regulation apply to the public water supply and sewerage service from localities where there are public water supply and sewerage systems, regardless of their size. It establishes the unitary legal framework regarding the operation of the water supply and sewerage service, defining the framework conditions and the modalities that must be met to ensure the service, as well as the relations between the operators and users of these services. The provisions of the regulation also apply to the design, execution, acceptance, operation and maintenance of installations in the public water supply and sewerage system. The operators of water supply and sewerage services, regardless of the form of ownership, organization and the way in which the management of the services is organized within the administrative-territorial units, will comply with the provisions of the regulations of the water supply and sewerage service elaborated and approved by the local public administration authorities. When drawing up and approving the water supply and sewage service regulations, the local public administration authorities will respect the following principles: (a) service security; (b) fair pricing; (c) profitability, quality and efficiency of the service; (d) transparency and public responsibility, including consultation with employers, unions, users and their representative associations; (e) continuity from a quantitative and qualitative point of view; (f) adaptability to user requirements; (g) equal accessibility of users to the public service, on a contractual basis; and (h) compliance with specific regulations in the field of water management, environmental protection and population health. The services provided through the water supply and sewerage systems are aimed at ensuring water supply, sewerage and waste water treatment for all users on the territory of the localities and must meet the technological parameters at the user level, at the delimitation/separation points of the installations and the supply programs established in the supply contracts and the performance indicator requirements approved by the local public administration authority.
