Resumen

These National Guidelines are intended for the Public Health Centers and for operators of potable water supply systems for the development of WSPs in order to improve the protection of public health and reduce the number of water-related diseases, contains the methodological aspects necessary to develop a plan for a particular system. The Guidelines take into account WHO recommendations and approaches used by European states in the development of WSP methodology, adapted to the requirements of public water supply systems in Moldova. Guidance/methodology can also be applied to small-scale water supply systems. Planning of water safety is a means to ensure the proper distribution of water at any time with a view protecting public health. It is also an important tool that ensures that potable water supply systems meet European requirements and national potable water quality standards. The WSP is based on identifying hazards related to the quality of potable water originating from the water source, water treatment plants, external and internal distribution systems, ensuring that appropriate management measures or procedures are effective to reduce identified risks and function correctly at any time. The measures should be designed in such a way as to reduce the pollution that may occur at the water source during treatment or in the distribution network, including inside buildings. Each water supply system is diverse and the WSP should be adapted in such a way as to take into account the specific requirements of the system, regardless of its size or complexity. A separate water safety plan (WSP) must be developed for each water supply system. The objectives of the Water Safety Plan shall be as follows: (a) identification and reduction of health risks caused by unsafe water, (b) encouraging and motivating citizens to take action to improve living conditions and access to information and safe potable water; (c) ensuring cooperation between all persons responsible for water supply; (d) establishment of a water quality monitoring system depending on the identified threats; and (e) increased awareness of consumers about the quality of drinking water, sources of pollution and water protection.
