The park was created for the purpose of preservation, reproduction and rational use of typical and unique forest-steppe natural landscapes of the Siverskyi Donets river valley, which have an important environmental, aesthetic, scientific, educational, recreational and healthcare significance in the region. The main tasks of the park are: (a) preservation of landscape and biotic diversity, first of all, rare and endangered species of plants, animals and fungi, plant groups and types of natural environments; (b) science-based management of economic activity and recreational use of the territory; (c) carrying out scientific and research works on the study of natural complexes and their changes in the conditions of recreational use, development of scientific recommendations on issues of environmental protection and rational use of natural resources; (d) creation of conditions for organized rest, excursions and other types of recreational activities in natural conditions with observance of the established regime of protection of its natural complexes and objects; and (e) environmental educational work. Responsibility for the violation of environmental legislation on the territory of the park is borne by persons guilty of: (a) inappropriate use of it, violation of the requirements of the Project of the organization of the territory of the park and this Regulation; (b) carrying out prohibited economic activities; (c) organizations on the territory of the park, in its protected zone of economic activity without prior environmental examination or in violation of its conclusions; (d) failure to take measures to prevent or eliminate the environmental consequences of accidents and other harmful effects on the territory of the park; (e) violation of requirements regarding the use of natural resources on the territory of the park; (f) exceeding permissible chemical, physical, biotic and other influences and anthropogenic loads, violation of the requirements of permits for the use of natural resources of the park; (g) spoiling, damaging or destroying natural complexes and objects of the park, including on the territory reserved for inclusion in its composition; (h) arbitrarily changing the boundaries of the park territory for other needs; and (i) violation of requirements regarding the regime of visiting the park territory. Violation of the requirements of environmental protection legislation on the territory of the park entails disciplinary, administrative, civil and/or criminal liability.
