Resumen These Requirements establish hygienic exigencies for the primary production and circulation of milk from farm animals kept by small-scale producers, as well as for milk collection points. These Requirements are mandatory for: (a) operators of the market of milk and dairy products (including natural persons) who keep up to five conditional heads of farm animals for the production of raw milk with the aim of introducing it into circulation through points of milk procurement or sale to the final consumer through agro-food markets; (b) operators of the market of milk and dairy products, under the management of which there are facilities for procurement, primary processing, storage and transportation of raw milk (milk procurement points), from animals kept by small-scale producers; and (c) state veterinary inspectors, specialists in veterinary medicine, authorized to provide veterinary services and/or state control in the relevant territory (authorized veterinarian, official veterinarian), licensed specialists in veterinary medicine or specialists working in institutions of veterinary medicine. These Requirements do not apply to milk produced (intended) for personal consumption. In order to ensure the safety of milk during primary processing, as well as to protect human health, small-scale producers must: (a) manage hazardous factors, keep mandatory records about the animal and keep them for three months after the end of the date of collection of milk by milk collection points; and (b) to provide, at the request of the competent body or milk collection point, the information stipulated by these Requirements. Animals kept by small-scale producers must be under state control in order to confirm their state of health. After the completion of anti-epizootic measures, the authorized person of the competent body and/or the licensee shall: (a) enter the results of anti-epizootic measures in the animal identification document (certificate) no later than three working days from the date of their receipt; and (b) provide the milk collection point located within this territory with lists of small-scale producers whose animals have undergone anti-epizootic measures, indicating the identification numbers of animals that respond positively to intradermal administration of tuberculin, seropositive for brucellosis, leukemia, etc., and restrictions on receiving milk from them.
