This Regulation establishes the requirements for the identification and registration of sheep and goats, the registration and issuance of identification documents, the registration of farms, and transportation of sheep and goats. The system of identification and registration of sheep and goats consists of the following elements: (a) means of identification for the individual identification of the animal and means for fixing identification tags; (b) identification of sheep and goats; (c) registration documents; (d) administration of electronic database of identified animals (United State Register of Animals; (e) identification documents; and (f) registration of actions or events concerning the identified sheep and goats, registration of animals at farms. It shall be mandatory for all legal entities and natural persons engaged in breeding and keeping of sheep and goats, performing trade, slaughter, disposal, providing artificial insemination services and organizing exhibitions of sheep and goats. Identification and registration of sheep and goats shall be performed for the following purposes: (a) obtaining operative and reliable information on sheep and goats population in relation to sex, age, breed and location thereof, in order to improve the management and forecasting of the markets for sheep and goat production; (b) protection of the territory of Ukraine from epizootic diseases; (c) control over the sanitary state of production, quality and origin of sheep breeding and goat production; (d) optimization of implementation of veterinary medicine plans regarding veterinary control, prevention, treatment and elimination of infectious, invasive and non-communicable diseases; (e) control over the movement (transportation) of sheep and goats within the country and during export and import; (f) ensuring compliance with the requirements of the breeding legislation in livestock breeding; (g) optimization of development and implementation of breeding programs, organization of technological systems in sheep and goat breeding, increasing the reliability of information during the certification of pedigree (genetic) resources; (h) provision of visual identification of each animal in the herd; and (i) confirmation of ownership of the animal. Identification and registration of breeding sheep and goats kept and raised by legal entities include: (a) registration of stockbreeding farm (enterprise); (b) formalization of an application for identification and registration of sheep and goats; (c) identification of sheep and goats by affixing tags with an individual identification number; (d) registration of identified sheep and goats; (e) registration of the identified animals in the Unified State Register of Livestock; (f) registration and issuance of the registration certificate of sheep and goats at the request of the owner; and (g) registration in the Unified State Register of Livestock of information on movement, slaughter, disposal, destruction, fall of animals, etc. For identification and registration of sheep and goats, the legal entity submits to the Unified State Register of Livestock Administrator an application for the identification and registration of animals (Annex 4). For natural persons, the registration application for sheep/goats is filled in with a registration form for identification and registration of animals. All sheep and goats kept on household (farm) must be identified by tags according to the model of the ear tags for identifying sheep and goats (Annex 5), which are attached to each animal's ears and are not removed throughout its life. On both tags of the animal, the same identification number shall be indicated, which allows the individual identification of each animal and the farm where it was born. No tag can be removed, replaced or changed without the prior authorization by specialist of the state institution (body) of veterinary medicine. Distribution of identification numbers (tags) for farms, issuing of tags and means for their attachment, registration of animals, certification and issuance of registration certificates shall be performed by the Administrator of the Unified State Register of Livestock on the basis of the application of the owner/keeper. The control over the use of tags, registration certificate forms, herd books for the registration of animals, registration documents shall be performed by the central executive authority, which implements the state policy in the field of livestock identification and registration. The owner/keeper shall keep records of the tags received in accordance with the established procedure and uses them exclusively for the identification of livestock owned or kept by the farm (enterprise). The owner/keeper of animals can order a certain number of tags in advance, proportional to his needs. Newborn lambs and goats must be identified in the breeding farm (enterprise) no later than seven days from the time of their birth, but in any case before the animal leaves the holding. Lambs of Karakul and other fur sheep breeds, which are intended for slaughter at 2-3 days of age, shall not be subject to identification. The owner/keeper may perform identification of the sheep and goats autonomously or invite to his farm (enterprise) through Administrator of the Unified State Register of Livestock of an employee for identification of animals in situ.
