Resumen

This Order establishes the procedure for protection of the national territory against pests, diseases and alien plant species. Plant quarantine activities are aimed at protecting the territory of the Republic of Kazakhstan from species subject to application of quarantine, detection, localization and liquidation thereof, control and supervision of compliance with the legislation in the field of plant quarantine. Plant quarantine activities shall apply to: (a) seeds and planting material of agricultural, forest and ornamental plants, crops and their parts (cuttings, bulbs, tubers, fruits), as well as any other products of plant origin, which can be a carrier of species subject to application of quarantine; (b) collections of insects, plant pathogens, herbaria and collections of seeds; (c) vegetable species in mail, hand luggage and luggage of passengers; (d) vegetables, fruits, berries, mushrooms, as well as nuts, peanuts, flour, cereals, coffee beans, cocoa beans, dried fruits and vegetables, tobacco and raw sugar; (e) food, fodder and technical grain and its products, copra, malt, meal, cake, cotton fiber, flax and other spinning crops, medicinal plant materials, as well as skin and wool; (f) container, wood, packaging materials (except synthetic), monoliths and soil samples; (g) vehicles arriving from other states or from quarantine zones; (h) territories and premises of organizations, peasant (farmer), homestead and country farms producing, stocking, warehousing, processing and trading products of plant origin; and (i) agricultural and other land, as well as forest land and land of waterbodies. Suppliers at the conclusion of contracts for the supply of regulated products to the territory of the Republic of Kazakhstan receive in the authorized body necessary information on quarantine phytosanitary requirements, quarantine measures to prevent import of quarantine objects and ensure the implementation of import conditions. Import into the Republic of Kazakhstan of regulated products shall be authorized only through phytosanitary control posts and automobile checkpoints through the state border of the Republic of Kazakhstan coinciding with the customs border of the Customs Union. Primary quarantine inspection shall be conducted on the phytosanitary control posts over imported, exported and transit regulated products. At the destination of regulated products shall be performed secondary quarantine phytosanitary control and supervision. In case of identification of organisms similar in morphology to quarantine objects, alien species, symptoms of plant diseases, signs of damage to quarantine products by quarantine objects and alien species by state plant quarantine inspector, samples shall be sent for laboratory examination to determine the species composition of pests, plant diseases and weeds and an act of quarantine phytosanitary control shall be drawn up with a record of the conditions for the use of the aforesaid products.
