Part One gives definitions. Part Two regards the institution of a National Parks, Nature Reserves and National Sites Council. Section (2) provides with Council members composition, nomination procedures and Council targets. the council shall advise the minister of The Interior and the Minister of Environment regarding all aspect of this Law. Part Three deals with the institution of a Nature and National Parks Preservation Authority. The authority’s roles are to deal with all aspects concerning nature reserves and national parks in Israel. Section (6) lists the authority’s targets. Section (7) provides with Authority powers. secs. (10) to (12) regard budget procedures. secs. (13) to (17) regard appointing and operating procedures for the Authority’s general assembly. Section (18) gives powers to the assembly to set rules and regulations for nature reserves and national parks. Section (19) regards the appointing of the Authority’s director that shall be appointed by the government. secs. (20) and (21) regard the employment of workers and the appointing of a chief scientist for the authority. The chief scientist role shall be to provide with scientific and operative research for the authority activities. Part Four regards procedures related to the declaration of national park or a nature reserve. Section (28) regards clearing of the lands from illegal holders. Section (30) lists prohibited infra-structure operations related to national park and nature reserves. Part Five regards Protected Nature Values. The Minister of Environment may declare a nature value as a protected one and may set regulations for it’s protection. secs. (35) and (36) provide with procedures related to licences, authorizations and taxes for the holding of nature value in Israel. Part Six regards National Sites. The Minister of the Interior in accordance with the Council may declare a site as a National Site, set its geographical limits and set regulations regarding its protection. Section (40) prohibits a person from causing damage to a national site. Part Seven regards Memorial Sites. The Government shall appoint a Memorial Sites Council that shall have the role of advising the Minister of the Interior and the Minister of Defence with all that concerns memorial sites. secs. (45) to (51) regard procedures related to the declaration of a site as a Memorial Site and as an Official Memorial Site. Section (52) lists prohibitions regarding memorial sites. A person shall not construct a memorial monument if not in the places declared according to this Part. A person shall not desecrate a memorial site and shall not cause damage to it in any possible way. Part Eight regards offences, penalties and inspection powers. Part Nine gives general indications. Part Ten provides with passing indications. The Annex provides a list of Law related to sections (6) and (60) of this Law.
