On the recommendation of the Board, the Minister may, by statutory instrument, declare any monument to be a national monument under section 20. Where the Board wishes to acquire: (a) a national monument or relic; or (b) any land in connection with a national monument; or (c) any right over any land in the vicinity of a national monument; and is unable to do so by agreement upon reasonable terms with the owner of the monument, relic or land affected, it may, subject to this section, apply to the President for authority to acquire that monument, relic, land or right, as the case may be (sect. 23).
