Resumen

This Act, consisting of 30 sections, divided into six Parts, establishes the National Agency for the Great Green Wall for the implementation of the provisions of the Convention on the Great Green Wall Programme in Nigeria, management of drought, desertification and afforestation control measures. According to the Act, the Great Green Wall Programme is a set of cross-sectoral actions and interventions aimed at the conservation and protection of natural resources in order to achieve development and alleviate poverty. The Act defines functions of the Agency, including: implementing the Great Green Wall programme in Nigeria, providing baseline information to stakeholders for its implementation and formulating strategies and action plans for its implementation; coordinating the efforts of agencies and institutions responsible for desertification towards the attainment of the objective of the Programme; building capacity knowledge and skills for the effective implementation of the Programme, both at Federal and local community levels; coordinating interventions by regional, sub-regional and international organisations and agencies involved in natural resources management in the drylands of Nigeria; ensuring compliance with the provisions of the international conventions and treaties related to the implementation of the Programme; ensuring compliance with Federal and local legislation on sustainable management of the natural resources and impacting on the ecosystem management; implementing programmes aiming at the rehabilitation of degraded lands and the ecosystem restoration; conducting environmental studies and establishing data collection for the effective delivery of the Programme; cooperating with the appropriate agencies in the provision of emergency reliefs and settlement of people in areas affected by drought and desertification; raising public awareness and providing environmental education on the goals and objectives of the Programme and promoting new orientation on sustainable land management system, early warning system and remedial measures on drought and desertification.
