It also defines powers of the central and local government and the Regulatory Council in these fields. The Regulatory Council shall consist of member appointed by the Prime Minister and shall carry out regulatory functions for the sector and be instrumental in solving disputes between suppliers and consumers. It shall adopt rules for the sector and issue licences. A legal entity issued with special license from Regulatory counsel shall construct new water supply and sewage of urban settlement and shall be in charge of its operation and maintenance. The Law defines rights and obligations of suppliers and consumers and regulates their relationship. there are specific rules for wastewater treatment plants.
