They also concern prevention of undue consumption of water and water pollution of any place which contains water belonging wholly or partly to the Council or under the control or management of the Council and which is used for or in connection with the supply of water to the inhabitants in the Council’s area of supply. No person shall obtain the supply of water or take any water from a water main other than by means of a water connection provided by the Council pursuant to a contract of supply concluded in accordance with the provisions of these Regulations. The Regulations also deal with charges for services and the registration of plumbers. Only a person being registered as a plumbing contractor with the Council shall carry out certain works.
