Resumen The Government, for the purpose of solution of immediate problems regarding provision of the population with fish products and delivery of fish stuff and half-finished fish products to various branches of national economy, decrees as follows: 1). Ministry of Economy, Ministry of Foreign Economic Relations and Ministry of Agriculture must envisage, beginning from 1992, financing of the Federal Fisheries Committee attached to the Ministry of Agriculture, on account of foreign credits, for the purchase of spare parts, equipment and composite parts for fishing vessels under construction at the national shipyards. The aforesaid credits must be subsequently repaid on account of enterprises and organizations of the fishing industry. 2). Construction of fishing vessels and production of composite parts for them must be carried out on account of banking credits in accordance with the program of conversion. 3). Ministry of Economy, Ministry of Finance and State Committee for Economic Cooperation with CIS member-states, in accordance with Federal Fisheries Committee in carrying out negotiations on commercial and economic cooperation with Ukraine, Lithuania and Georgia must envisage delivery from the aforesaid states of fishing vessels for the Russian fishing industry and carrying out ship-repair work within the limits of the previously agreed volume of work. 4). Ministry of Foreign Affairs, Ministry of Foreign Economic Relations in accordance with Federal Fisheries Committee must ensure optimum conditions for continuing functioning of the Russian fishing fleet within 200-mile zone of the foreign states on the basis of intergovernmental agreements currently in force and in the open zones of the World Ocean in accordance with international conventions and other arrangements.
